Huizhou Zhongkai Hi-tech Industrial Development Zone was established in 1992 and is one of the 88 state-level hi-tech industrial development zones approved by the State Council of People's Republic of China. Locates in the east part of the Pearl River Delta, be the core of Shenzhen-Dongguan-Huizhou Region, it borders on Shenzhen in the south and Dongguan in the west, distance between Huizhou and Hongkong is 96 km.　
The Technology Incubation Center for Start-up and Overseas Chinese Scholars of Huizhou Zhongkai Hi-tech Industrial Development Zone (hereinafter referred to as ZKTIC) is a non-profit, sci-tech service agency under the Administration Committee of Huizhou Zhongkai Hi-tech Zone, which is also a gathering place of sci-tech business incubator, R&D organizations and innovative enterprises.
The center mainly provides various support service for very early stage technology-based business, start-up found by returned overseas Chinese scholars and relevant programme in order to enhance survival probability and growth rate of technology-based SME. The ZKTIC had been identified by the Torch Center of National Science and Technology Ministry as National Science and Technology Incubator in December 2010.
