Located in the western part of Shandong Province in Mainland China, Liaocheng has an extensive transport network and possesses abundant resources. The city has been chosen as one of the top 100 foreign trade cities in Mainland China for seven consecutive years
Liaocheng occupies a total area of 8,715 square kilometres and has a population of 6.44 million. It is known as Mainland China’s “Northern City of Water” and an “ancient canal city”. It is also recognised as a national historical and cultural city, an excellent tourist city, a national sanitary city, a national environmental protection model city, a garden city, a national forest city and a national model city in the promotion of civilian and army welfare.

Liaocheng has inherited a long history. During the Ming and Qing dynasties, Liaocheng was one of the nine commercial ports along a canal. Many of the stories described in classic masterpieces such as The Water Margin and Strange Stories from Liao Zhai are set in Liaocheng. A great number of historical figures were born in the city, such as Sun Bin, a military strategist during the Warring States period some three thousand years ago, Zhang Zhizhong and Fan Zhuxian, famous generals in the Second Sino-Japanese War, and Li Kuchan, master of Chinese painting.


A distinguishing feature of Liaocheng is its water. The meandering Yellow River, the historic Beijing−Hangzhou Canal and the eastern branch of the South−to−North Water Diversion Project all pass through Liaocheng. Dongchang Lake, the largest urban lake in northern Mainland China, covers an area of 6.3 square kilometres and is surrounded by ancient cities, forming a unique scenery of “where there is water, there is a city”. It can be said that the city and water shine on each other.

Liaocheng’s advantages in transportation are increasingly evident. It is well-connected to the Beijing−Tianjin−Hebei Coordinated Development Zone in the north and the Central Plain Economic Zone in the west. The Beijing−Kowloon Railway and the Handan−Jinan Railway intersect within the territory. The Jinan−Liaocheng−Handan Expressway, Qingdao−Yinchuan Expressway, Dezhou−Shangrao Expressway and Jinan−Liaocheng Highway all pass through the city. With the accelerated construction of Liaocheng Airport, Zhengzhou−Jinan High-Speed Railway, Liaocheng−Taishan Railway, Qingdao−Lanzhou Expressway, Beijing−Kowloon High-Speed Railway, and Liaocheng−Handan−Changzhi High-Speed Railway, Liaocheng is sure to become an important transportation hub in the region.

Booming core industries
Liaocheng is focused on strengthening and upgrading its manufacturing industries. It endeavours to achieve breakthroughs in promoting four major emerging industries, namely new materials, high-end equipment manufacturing, new energy automobile and healthcare, as well as five traditional industries which includes ferrous and non-ferrous metal processing, green chemicals, textile and garments, cultural tourism and modern agriculture. The city possesses several influential enterprises in the country, such as Xinfa Aluminous Product, Xiangguang Copper, Zhong Tong Bus, Dong-E-E-Jiao and Luxi Chemical etc.

The agricultural production of Liaocheng has reached a high standard with total production reaching tonnes. It is known as the leading market for vegetables and its melon, mushroom and vegetable productions are the largest in the province. The city’s livestock production, which accounts for nearly 50 per cent of total agricultural production, leads the country.

In tertiary industries, leading projects such as a canal cultural tourism zone, the Ancient Water City and Liaocheng Logistic Centre are currently being built, as the city is set to become a leading tourist destination and a logistic hub at the Hebei−Shandong−Henan intersection.


New energy automobile cluster: Liaocheng’s new energy automobile and parts industry has formed a complete R&D and manufacturing system. Shifeng Electric Vehicle Industrial Park is the country’s largest low-speed electric vehicle production base, while listed company Zhong Tong Bus’s new energy bus production and sales ranked second in the country.

The new energy automotive industry is heading towards green, lightweight and smart production. With the construction of a new energy vehicle supply chain, the sector is focusing on the production of new energy passenger cars, all-electric passenger cars, hydrogen fuel batteries, among many others, and will build an important national base for the new energy vehicle industry.

High-end equipment manufacturing cluster: Equipment manufacturing is a core industry in Liaocheng. The industry covers eight sectors including automotive, agricultural machines and bearings. A complete chain of products and supplementary manufacturing has formed a well-constructed system.

In the meantime, the city focuses on smart and high-tech manufacturing as well as brand name building. It also attaches high importance to industries such as large-scale agricultural equipment, industrial robots and key equipment components, with the aim of creating an important high-end equipment manufacturing industrial cluster in the province.

New material industry cluster: Liaocheng has formed several basic material industry clusters of nonferrous metals, chemicals and building materials. This involves a variety of products such as special alloys for high-end equipment, new chemical materials and advanced optical communication materials.

The city focuses on the development of new materials used in metalworks, chemicals, semiconductors and communications. Related industries strive to improve their level of manufacturing and accelerate industrialisation, aimed at building a new material industry cluster with enhanced competitiveness.


Healthcare industry cluster: Liaocheng’s pharmaceutical industry has formed a complete production line incorporating Chinese and Western medicine, bio-pharmaceutical, health supplements and medical equipment. The donkey-hide gelatin product line from Dong E-E-Jiao Group are the number one brand name in health supplements in Mainland China.

Strong measures are being taken to implement the “Healthy Liaocheng” strategy. The city vows to develop biopharmaceuticals, Chinese medicine, chemical drugs and medical devices, as well as to integrate medicine, medical care, elderly care and healthcare to establish an all-encompassing healthcare industry system. Liaocheng appears destined to become a national demonstration city of integrated medical care and healthcare.

Ferrous and non-ferrous metal processing industry cluster: While Chiping District of Liaocheng is the largest aluminium and electricity production base in the country, Yanggu County is the largest copper production and deep processing base in the north of the Yangtze River. Operating in Linqing, a prefecture-level city in Liaocheng, the Zhongse Aobote Copper Aluminum Co Ltd is an important high-precision air-conditioning and refrigeration copper tube manufacturer and a high-performance, high-precision copper alloy strip production base in Mainland China. The metal processing industry in Liaocheng is developing rapidly and has formed two industrial clusters with steel pipes and steel plates as their core products.

Development in the cluster is focused on high-end production and will accelerate technological R&D and product upgrades. Steps are being taken to strengthen the deep processing capabilities of copper, aluminium, iron and steel. The formation of a high value-added and high-tech ferrous and non-ferrous metal deep-processing industry cluster is taking shape.

Green chemical industry cluster: Liaocheng is rich in chemical products. Luxi Chemical is the country’s largest fertilizer manufacturer and a key manufacturer of new chemical materials. Yanggu Huatai Chemical is a backbone enterprise in the rubber additives industry in Mainland China.

The goal of the city’s green chemical industry is high-end and environmentally friendly development as it strives to extend its industrial chain by strengthening its ties with the China New Chemical Materials (Liaocheng) Industrial Park and Shen County Modern Chemical Industrial Park. Moreover, the establishment of a green chemical industry cluster will take the lead in the development of the coal chemical industry, salt chemical industry, petrochemical industry, chemical fertilizer industry and silicon chemical industry.

Textile and garment industry cluster: Liaocheng has a complete textile and garment industry chain. At the core of the chain is Linqing Sanhe Textile Group, the world’s largest wax printing cloth production base, and Shandong Jinhao Group, a well-known textile accessories enterprise in the country.

The industry is speeding up its high-end development to achieve breakthroughs in dyeing and finishing bottlenecks. Coming up on the agenda is the development of a textile and apparel industry chain that integrates a whole production process of spinning, weaving, printing, dyeing and garment making.


Cultural tourism industry cluster: Liaocheng has a distinctive culture due to the confluence of major canals and waterways through its borders. Thanks to abundant healthcare and tourism resources, the city has emerged as an important ecological leisure tourism destination in the Beijing−Tianjin−Hebei region.

The local tourism industry is deeply integrated with Liaocheng’s unique canal culture, classic literature and Yellow River culture. The ecological water system formed along the Beijing−Hangzhou Canal (Liaocheng Section) is recognised as a demonstration area for the development and inheritance of the area’s canal culture. Meanwhile, new cultural formats have fuelled emerging industries such as animation games and creative design.

Modern agricultural industry cluster: Liaocheng is a major agricultural city. Located in the alluvial plain of the Yellow River, it has excellent natural resources that lay a good foundation for the development of modern agriculture. Liaocheng is also a major grain production area in Mainland China that has recorded a total output of 12 billion catties for many years. Moreover, an annual output of 17.2 million tonnes of vegetables has earned it the title of the number one vegetable market in Mainland China. The successful launch of the “Liaocheng: Go One Better” regional agricultural brand name, backed by the “clean vegetables for Beijing” project, reaped an average daily sale of two million catties of safe and traceable vegetables to Beijing and Shanghai.

Liaocheng also focuses on deep processing of agricultural products with strong support from combined efforts in agricultural science and technology. Enhanced marketing strategies boost sales of agricultural products. Against the backdrop of a beautiful rural area, the agricultural industry is transforming from quantity-oriented to quality-oriented.
