Rivers of Lucrative Returns

With new momentum in economic development, Sanshui lies at a natural crossroads of trade and industry with a significance far greater than is immediately apparent

As one of the five districts of Foshan city in Guangdong Province, Sanshui is situated at the centre of the Guangzhou-Foshan-Zhaoqing Economic Circle. ‘Sanshui’ means ‘three rivers’, as the city is the meeting point of the Xijiang, Beijiang and Suijiang waterways. The district covers an area of 827 square kilometres and is home to a population of 700,000 people. Sanshui administers seven sub-districts and towns and has earned titles that include “the Beverage Capital of China” and “China’s First Wealthy-type Longevity County”.

Although it has inherited a lasting historical and cultural legacy, Sanshui has also flourished as an industrial and economic centre with impressive growth. In 2016 its realised GDP stood at RMB108.32bn, recording ground-breaking gross industrial output of RMB325.28bn, placing it 36th among the top 100 national small-and-medium-sized cities.

Sanshui benefits from a well-established transportation network, consisting of air, sea and road links, that ties it to Hong Kong, Macau, Guangzhou and Shenzhen. It is also advantageously situated to integrate into the Guangdong-Hong Kong-Macao Bay Area. There are seven expressways running through the district, and driving to urban Guangzhou and Foshan takes just 40 minutes. Guangzhou’s Baiyun Airport is also within 50 minutes’ drive. The district is connected to neighbouring cities and provinces by high-speed railway and light rail. Encompassing the large shipping ports of Sanshui and and Xinan, it also has convenient links to such international ports as Huangpu, Yantian and Shekou.



Core development


Sanshui has endeavoured to establish itself as an innovative and smart city in the Guangzhou-Foshan area and an ideal destination endowed with distinct Lingnan culture. The area has already established a number of pillar industries including machinery, food and beverages, auto and auto parts and components, new energy, electronic communication and modern services. Against this backdrop, several national-level industrial clusters have been developed, and the district has now attracted 21 Fortune 500 companies and 23 of the top 500 enterprises in China to set up base there.

Advanced machinery

Enhanced infrastructure and strong governmental policy support has facilitated the development of the machinery industry. Various segments have flourished, including auto manufacturing, ceramic machinery, electrical machinery and equipment, and CNC machinery. Furthermore, more than 20 enterprises pay taxes of over RMB10m per year. Top players include Foton Motor Group, Foshan Henglitai Machinery, Pratic CNC Science & Technology, Foshan Yejing Machinery, and Guangdong Kaiming Engineering.

There are 25 hi- and new-technology entities in the district. Foshan Henglitai Machinery is the first enterprise in Asia capable of producing porcelain press-casting machinery of up to 10,000 tonnes. The automated silicone-sealant production line from Foshan Golden Milky Way Intelligent Equipment has filled several technological gaps and is the most advanced in the country.

As for auto manufacturing, the area is home to Foton Motor Group (with annual production of 240,000 pickup trucks and SUVs), Foshan Feichi Coach Manufacturing, as well as world-renowned auto-parts manufacturing enterprises such as Mitsubishi Engineering-Plastics, Aikitec Autoparts, Ikeuchi Precision Processing, Faurecia and Valeo.

Sanshui Park at Foshan Hi-Tech Industrial Development Zone is a key area for the development of the city’s high-end machinery manufacturing. The Park has undergone something of a metamorphosis in recent years. Today, Sanshui Industrial Park has earned various plaudits such as “National Automatic Machinery Production Base” and “China’s Auto Parts and Components (Sanshui) Industrial Base”, augmenting its 2015 title: “Demonstration Base for Provincial and Municipal Cooperative Intelligent Manufacturing in Foshan”. Soon to follow will be the development of intelligent production, with concerted efforts from the Sanshui Research Institute of Hefei University of Technology, the Nobel Robotics Institute and many others.

Food and beverages

Sanshui has abundant high-quality water resources, and so, naturally, food and beverages have become an emblematic industry, with the district also gaining prestige overseas.

The food and beverages industry has achieved a total production value of more than RMB30bn, with contributions from major local and foreign brands such as Jianlibao, Coca-Cola, Budweiser, Tsingtao, Heinz, Red Bull, Sanquan, Rio and Yili Dairy, among others. Following the completion of the fifth expansion phase, Budweiser has set up production lines with an annual capacity of 1.5 million tonnes, making Sanshui the largest production base for the company on the Chinese mainland.

Ongoing developments in the industry are supported by construction of infrastructure in the The China (Sanshui) International Riverine Beverage & Food Base. The Base consists of North and South parks, with the South Park occupying a total planned area of eight square kilometres, while the North Park occupies four square kilometres, and further expansion is scheduled. The Base is now the largest food-and-beverage industry park in southern China incorporating manufacturing, sales, testing and certification, R&D, logistics and living space into a single location.

To enhance the functions of the Park, proactive initiatives have been established to strengthen its industrial chain. Up- and down-stream enterprises such as can producers Kingcan and Ball Asia Pacific, packaging enterprise ORG Group and logistics service provider China Travel Logistics and Trading have been introduced to round out the industrial chain’s operation.

Modern services

Thanks to an excellent natural environment, rich historical and cultural resources and prestigious background for wealth and longevity, Sanshui enjoys profound advantages to become a supplier of modern services such as eco-tourism, recreation and holiday resorts, healthcare and cultural innovations.

With 88 per cent of its area consisting of forests, the central part of Sanshui is destined to become the district’s core for modern services industries. Sanshui New City is set to emerge as a vacation hot spot, health centre and IT industrial base.

Sanshui New City, to be called “Guangdong’s Modern Services Industry Cluster”, occupies an area of 57 square kilometres, providing ample space to develop supporting services such as modern trading, e-commerce, healthcare service, cultural innovation, technology support, finance and realty.

Modern services industries are now the locomotive of Sanshui’s economic growth. Its stable structure has attracted top level enterprises to set up base in the district, among them Suning’s south China e-commerce operation centre, Global Logistic Properties, Prologis, Wanda Plaza and Nickelodeon.

New energy

Sanshui is the first district to be called “Strategic Emerging Industry Base in Guangdong Province — Photovoltaic Industry Base”. It exemplifies better standards of energy saving and emission reduction and is recognised as one of the nation’s first demonstration zones for distributing photovoltaic applications. It is not by accident that renowned enterprises such as Aikosolar, Powerway and China National Building Material have established a presence in the area.

In the process of developing its demonstration zone, photovoltaic power generation (of 160MW distributed photovoltaic capacity) and urban infrastructure construction have been neatly incorporated to ensure that energy generation operates under a commercial operating model with a sustainable future. This has also enabled the new energy industry to step forward and sharpen its competitive edge.

Momentum for Sanshui

Sanshui has come a long way into a new era, achieved through accurate positioning, brilliant deployment of its advantages and a constant strengthening of its industrial edge. It has created a development model now referred to as the “Sanshui momentum”. This year, Sanshui launched the “20 Instructions”, with 31 supporting policies to realise substantial economic development. These supporting measures will provide funding of RMB10bn in areas including financial innovation, technological advancement, transformation and upgrades, and the introduction of professionals and talent.

Steady economic growth

In 2016, Sanshui’s main economic indices such as GDP growth and large-scale industrialproduction-value growth led the four other districtsin Foshan, and it has kept up its momentum into 2017. In the first half of the year, main indices recorded advances, registering a year-on-year GDP growth rate of 8.6 per cent, again the fastest in Foshan.

Speedy completion

Three years of planning and construction have seen Sanshui New City emerge and prosper. With road network construction basically completed and supplementary urban functions improved, momentum in economic growth is on track. In the pipeline is the “one road, one river, one base” construction project in Leping Town, which will further enhance auxiliary support for Foshan Hi-Tech Industrial Development Zone and Sanshui Park.

Effective government service

Each sub-district and town has an administrative service centre, which makes services more convenient and efficient. There are 12 departments and 283 items now under reform, aimed at supplying investors with one-stop solutions and services. Key investment projects will be processed through a “green passage”, effectively cutting the usual approval times in half.
