It was founded in Hong Kong as a non-profit organization. It has established a world information network for the promotion of business cooperation between foreign enterprises and those of Hong Kong, Macau, Taiwan and China. Hence, it plays an active role in strengthening international economic and technical exchanges. In addition, it provides a broad-reaching, high-efficient and multifunctional cooperation platform for enterprises in Hong Kong and mainland China that are seeking business opportunities in foreign countries. It also helps foreign enterprises to invest in and run business in China.

It arranges visits for foreign enterprises and organizations to explore business opportunities in mainland China. Interviews with senior officials of the municipal and provincial governments and chief executives from local leading enterprises will be arranged for foreign survey groups. 

Through its efforts, a number of successful records in promoting development of SMEs have drawn wide attention of the governments of Hong Kong and China, as well as obtaining their supports. It is currently invited as the organizer and supporter to the events held by the governments, as well as those events hosted by the associations and organizations both in Hong Kong and mainland China.
As up to 2011, it has signed thirty two cooperation agreements for various items with the municipal and provincial governments of China, and twenty one foreign investment projects have successfully been introduced.
