The MBTA is a Trade organisation made up by the owners of about 300 local passenger launches and tugboats. MBTA was formed in 1954 and was incorporated as a limited company in 1973.

I. MBTA : Major Roles and Missions
1. To promote and encourage unity and friendly relationship among the members and development of their motorboat / tugboat business.
2. To mediate in any dispute between members over business affairs and to act as arbitrator between the two sides
3. To act as an advocate for its members
4. To serve as a bridge between MBTA members and the government departments especially Marine Department, Transport Department and the Police Department

II. Services and Activities
A. Services to Members
- Insurance service : To facilitate the establishment of a group insurance scheme for members over protection & indemnity, hull and machinery third party liability etc.; to assist in claims and to promote better understanding on insurance matters.
- To circulate marine notices and other related news to members.
- To promote training for employees of members e.g. Coxswain, engine operators and radar operators.
- To provide berthing facilities through floating pontoons at YauMaTei Typhoon Shelter.
- To co-operate with ‘Cummins’ and China Engineer (caterpillar) in offering special scheme on repairs and spare parts to members.

B. Activities
- To organise seminars on topics of common interest e.g. Insurance, MPF, port, policy, maintenance of engine / hull, paint work tec.
- To organise recreational activities for members
- To organise visits to port facilities, engine factories, paint factory and environmental engineering company etc.
- To organise annual gathering / dinner
	
C. Public Services 
- To offer emergency ferry service to the public through an annual contract with Transport Department to cover area when land transport was seriously affected.
- To promote public understanding of the Trade and the Port
- To promote the navigational safety and healthy development of the Port.
- To participate in Port cleaning Campaign and Port Safety Programme.
